OUTDOOR EVENT PERMIT APPLICATION SYSTEM
Welcome to the City of Virginia Beach Outdoor Event Permit Application
System!
The Convention & Visitors Bureau Resort Management Special Event and
Film Office manages the permit process for outdoor activity on public
and private property.
The Department of Parks and Recreation manages the outdoor event permit
process for most city parks, except for those located in the resort
area.

APPLYING FOR AN OUTDOOR EVENT PERMIT IS A TWO-STEP PROCESS
Special Event and Film Office
The outdoor event permit application allows the applicant to expand on the information provided in the
request, providing relevant information, details and plans.
Submitting an application does not guarantee issuance of a permit.
Completed applications must be submitted 60 days prior to the event date,
or first date of load-in if load-in exceeds (5) days.
Parks and Recreation
Step 1 - Inquire on the use of public property managed by the Department
of Parks and Recreation. If approved, you will be issued
a reservation number that
is required to submit the application.
Step 2 - Submit final, complete outdoor event permit application.
